Using this Manual
Scope of this chapter
tri.x has produced a Regional Procedures Manual for the following Safeguarding Children Partnerships:
- Bolton;
- Bury;
- Manchester;
- Oldham;
- Rochdale;
- Salford;
- Stockport;
- Trafford;
- Tameside;
- Wigan.
The manual will be regularly updated.
This 'Quick Guide' must be read before accessing the body of the manual.
This manual contains the policies, procedures and guidance for the Greater Manchester Local Safeguarding Children Partnerships for the following areas:
- Bolton;
- Bury;
- Manchester;
- Oldham;
- Rochdale;
- Salford;
- Stockport;
- Trafford;
- Tameside;
- Wigan.
These procedures use the word ‘must’ where the provision is a legal requirement. The word ‘should’ is used where the provision should be complied with, but is not a legal requirement, such as where it is taken from non-statutory government guidance or accepted good practice.
This manual will be updated regularly.
The next update will be live online in June 2026.
When the manual is updated, the contents list will show new chapters and the existing chapters that have been updated. A note on the changes will also be included in the relevant chapter.

Procedures and guidance are located in individual 'Chapters' which are available from a 'traditional' Contents List - situated at the top of the screen.
Chapters are categorised or grouped as follows:
PARTS: The manual contains procedures categorised under several subject areas.
CHAPTERS: Under each Part, you'll find individual Chapters/Procedures e.g. Strategy Discussions.
If you are not sure which service or section to look in, try 'Search', which will help you identify specific Chapters and subheadings within Chapters.
This manual includes a local resources section, accessible via the navigation bar. If there is a resource you think should be added, talk to your manager in the first instance.
The nominated administrator for this area will be able to access online training in the use of the area from tri.x.
This library is populated and maintained locally and not by tri.x. tri.x will not be responsible for content which is added to this area, and any concerns should be directed to the contact person with responsibility for the procedures.
The manual is accessed by readers who may encounter unfamiliar terms. Therefore, a glossary of definitions is available under the resource tab.
There is also a National Contacts resource populated with details of key national agencies and organisations likely to be relevant to procedure users.

The Manual is intended to be viewed online to ensure that only the most up-to-date version of the procedures is used. It will be updated regularly, so if there is a requirement for a printed copy of a Chapter, these should be kept no longer than necessary.
It is recommended that this manual be viewed with the latest browsers, with JavaScript and cookies enabled for maximum compatibility and functionality.
